Handle special characters in URLs (e.g., Chinese, spaces, &, ?)

💡 Why do we need it?

URLs can only use ASCII character set. Non-ASCII characters (such as Chinese) or special meaning characters (such as & separator) must be converted to %xx format to be safely transmitted in browsers.
